Banking: Can a Parent Take Money from a Child's Joint Bank Account

My question involves personal finance in the State of: I turned 16 a few months ago and sometimes when I look through the mail to see if I have anything there's mail from our bank with both my name and my mom's name on it but she won't let me open it because she says it's not really for me.

When she wasn't home I opened a letter from our bank that had come recently with both our names on it and it says my account has been overdrawn for 11 days so they've been charging $7 a day for the last 6 days. The account is currently at $9 below zero.

The only bank account I am aware that I have is a savings account for college. Every year for since my first birthday my grandparents give me $100 dollars. I give the money to my mom to put into my account so there should be at least $1,600 dollars in the account.

Obviously I'm really upset and I want to know if my mom is allowed to drain my account like this before I approach her or anyone about the situation.
